Arlene Arkinson murdered in 2002
Howard, originally from Co Laois, was charged with the murder of Arlene Arkinson in 2002 but acquitted in 2005.
He died in custody in England in 2015 while serving a life sentence for the rape and murder of 14-year-old Hannah Williams from London.
Arlene Arkinson went missing in August 1994 at the age of 15 after a night in the Irish city of Donegal and her body was never found despite extensive searches.
After a long investigation, coroner Brian Sherrard at the Omagh Courthouse found that she died on the morning of August 14, 1994.
There is no record of her being alive after that date, ”he said.
‘Robert Howard, a violent sex offender and the last person seen with Arlene in the wee hours of August 14, 1994, was responsible for her death.
“The mechanism of death is unknown.
“The court is certain of the date of death as Howard began investigating an alibi on the morning of August 14, 1994, at a time when Arlene’s disappearance was not yet known.”
The coroner also ruled the death occurred in Northern Ireland, but the exact location remains unknown.
“However, the court is confident that Arlene’s remains have been kept secret in that jurisdiction,” he added.
The coroner noted “quasi-confessions” from Howard, like his requests to a number of police officers to serve his sentence in Northern Ireland for admitting certain things.
He also made remarks to officers that he needed help but was afraid to take the next step, to live in fear of crossing the street when he saw a police officer, being followed and seeing a face in a crowd and to be reminded of the girl.
According to the coroner, “they failed to make a confession, but rather blame them”.
In response to the coroner’s verdict, Ms. Arkinson’s sister Kathleen said there was now no doubt that Robert Howard murdered her.
Ms. Arkinson, who also claimed Howard worked as a state agent, called for a public investigation into his activities in Northern Ireland.
“This has been a 14-year investigation, almost as long as Arlene’s life,” she said.
“An investigation Howard and the state never wanted. It opened in November 2007 and is only finished today.
“27 years after Arlene’s murder, I’m still looking for her body. what else can I do? What would someone else expect from me? Despite what happened, I put my trust in our justice system and left with it.
Ms. Arkinson, 15, was last seen alive in a car with Howard on Sunday, August 14, 1994.
The St. Eugene’s High School student, whose mother had died in 1990, was known to the social services, but the coroner recognized her six older siblings’ commitment to her welfare as “truly remarkable.”
The investigation, which has been ongoing since 2016, is said to have “restarted” the police investigations on both sides of the border.
Mr Sherrard said the results of the investigation were originally scheduled for March 2020 but have been delayed due to the Covid-19 pandemic and other issues.
The coroner denied several rumors from the time Ms. Arkinson disappeared, including that she left Castlederg voluntarily, committed suicide, or was pregnant.
He also dispelled any evidence that members of Ms. Arkinson’s family were involved in her murder.
