Lee Mouat, 42, of Newport, allegedly attacked Devin Freelon Jr., 18, with a bicycle lock on June 6 in Sterling State Park, Monroe, where he confronted the teenager and two friends and told them “ns ne” are not one of them this area, ”shows a criminal complaint from NBC News.
Witnesses said Mouat, who is white, threatened to “hit” the heads of the three teenagers if they didn’t turn their music down and called them “monsters” while threatening to hit them with a cooler if the ones told him something about them, according to the complaint.

The attack knocked out several teeth and broke Freelon’s jaw, the Justice Department said on Tuesday. The teenager was a student at Orchard Center High School in Monroe at the time, WDIV reported.
Mouat is already being indicted by the state in the attack. He was charged in June with ethnic intimidation, assault with intent to cause less serious bodily harm than murder, and assault with a dangerous weapon.
Mouat was still being held in Monroe County Jail on Wednesday, pending a dispute over the state charges. NBC News reported that he had not yet appeared before a judge on federal hate crime charges.
If Mouat is found guilty of federal charges, he faces up to 10 years in prison. According to NBC News, his attorney did not immediately respond to a request for comment on Wednesday.
Meanwhile, an online fundraiser for Freelon raised more than $ 18,000 in donations before a dentist offered to fix her teeth for free.
“He is doing very well and if everything goes well, he will get permanent teeth in the next few months to replace the missing teeth,” said the organizer of the fundraising campaign on Wednesday.
