That morning, police were called to a Miami-Dade home and found Dilcia with a deep cut on her neck. Dilcia was killed 5 days after her 16th birthday.
Mata was home at the time and allegedly even directed authorities to the girl’s body.
Dilcia’s death was murder
A few days later, the doctor’s office ruled that Dilcia’s death was murder, but no arrests were made at that time.
The arrest comes after investigators claimed Mata matched DNA that forensic scientists recovered from Dilcia’s fingernails.
An affidavit used by PEOPLE further claims that the stepfather had a strained relationship with Dilcia.
The affidavit also alleges that Dilcia told a school counselor that Mata made inappropriate sexual progress against her.
“This person started a whole new life in California, remarried and had a child,” Miami-Dade Maj. Jorge Aguiar said Thursday at a press conference. “So you can see this person had no conscience. Because this person practically went on with his life and led a normal life.”
Miami-Dade District Attorney Katherine Fernandez Rundle said the arrest, which came almost two decades later, was intended to give comfort to other families awaiting justice.
Mata is awaiting extradition to Miami-Dade County. He was not given the opportunity to file a plea and it was not clear whether he was represented by counsel.
Mejia’s cousin, Trinidad Gonzalez, also spoke to reporters and said the arrest brought some relief.

“It was terrible and no family should be able to go through this,” Gonzalez said. “It is like a great burden being taken away from us. I am speechless and happy that Raul Mata can face the consequences of the cruel acts he committed 16 years ago.”
