Rodney Reese spent a night in jail after being arrested for walking the streets from work in freezing conditions last week in the winter.
The Plano police chief said he was dropping the charges against Rodney Reese because they did not comply with the police investigation.

The 18-year-old was arrested by Plano agents on his way home from work at WalMart in wintry weather on Tuesday, February 16.
Police said someone called with concern that a black man wearing a short-sleeved shirt tripped in freezing conditions. He was sent to officials as a health check.
Reese lives with his mother just a few blocks down the street from where he works.
He repeatedly told the police that he was fine.
Footage released
“I’m on my way home. I’m straight,” Reese said in the footage released by the police.
“Okay, but you are walking in the middle of the street,” said one agent.
“I see. My fault,” Reese replied.
However, the officers followed him for two minutes and 17 seconds before he was handcuffed to his wrists.
Reese was arrested for walking down the street. The official charge was a pedestrian on the street.
The student spent the night in jail.
“They treated me like I was a criminal or something,” Reese said in an interview with FOX 4.
He said he walked down the street because the area to the side was covered in ice and snow.
Reese said he left because he didn’t need help.
“Just an easy match. An easy match. That’s why I tried to avoid it in order to go home, I don’t know”, he explained.
Friends and family said he was a good guy with an empty file that he was afraid of.
“I know the character of the child. I know the behavior of the child,” said Ozell Graham.
Plano Police Chief Ed Drain assists his officers in controlling Reese.
“There is a lot of information about this case that we didn’t know at the time. These agents didn’t know her age. They didn’t know she was 18. They didn’t know she worked at WalMart. She didn’t know where she lived,” Drain said.
Even so, he said the arrest was inconsistent with the reason the officers left, which was for a health check.
Then drop the charges against Reese.
“You should have taken him home, that’s where he should have gone,” Drain added.
The police will determine if an internal investigation is warranted.
Chief Drain doesn’t believe the breed played a role in the arrest.
“But I can’t get into people’s hearts, I can’t get into people’s minds,” he added.
As for Reese, he believes that his race of him was the only reason he was arrested.
“Just because I’m black. Because I’m black, I fit a description. He hurts a man,” he said. “I don’t even think the call would have been [if it hadn’t been black]. In all honesty, it really isn’t.”
Plano police said Reese opposed the arrest but did not file a complaint.
